fix(ci): 回滚 NODE_OPTIONS 非法 --gc-interval，解决 Run#56 立即 exit 9

- Node.js NODE_OPTIONS 不允许传 --gc-interval，导致 Run 56 刚启动 Node v0 检测时就 exit code 9 全局失败
- 保留 max-old-space-size=10240、expose-gc、drop_caches、DISABLE_ROLLDOWN=1、NITRO_MINIFY=false 所有有效内存缓解措施
